Oulu – Toppilansaari is a kitesurf spot in Finland. Long, shallow beach with a sandy bottom, called “Oulun Havaiji” by kiters. There are around a hundred active kiters in Oulu. Leijasurffaus.fi also names the neighbouring beach of Hietasaari as a good spot for all levels.
The spot works best with wind from W, SW, NW; the windiest period is May–Oct. The water is mostly flat. It suits beginners and intermediates.
